Summary

Emergency preparedness in the nuclear industry is judged on a single question: when the plant needs its plan, does the plan work? Structural Integrity Associates (SIA) supports emergency preparedness (EP) programs across their full lifecycle — from the calculations and procedures that define a response, through the software that executes it, to the drills and evaluations that prove it. Our emergency preparedness team works with nuclear and non-nuclear clients to keep programs compliant, current, and defensible under inspection, strengthening readiness, response, and resilience across the emergency response organization.

Programs come under pressure at their technical foundations. SIA develops and validates Emergency Action Level (EAL) threshold calculations, designs Protective Action Recommendation (PAR) processes, and builds dose and core damage assessment methodologies that withstand regulatory scrutiny. We establish field monitoring teams and environmental sampling processes, develop the instrumentation those teams rely on, and perform habitability assessments that determine protective actions for emergency workers. When a radiation monitor replacement shifts the basis of an EAL, we develop isotopic and time-dependent correction factors and rework the affected calculations. Methods are only as good as the tools that run them, so SIA also develops and maintains dose assessment and core damage assessment software, including data automation customized to a site’s existing systems.

Readiness has to be demonstrated rather than assumed. SIA writes custom drill scenarios, supplies controllers and evaluators, and delivers independent assessments of ERO drill performance that surface weaknesses before an inspector does. On the program side, we provide 10 CFR 50.54 Emergency Plan change evaluation assistance, assess the emergency planning impact of plant modifications and change management, and conduct self-assessments and pre-inspection readiness evaluations — extending to restart emergency planning evaluations and decommissioning-phase support as fleets change status. Training closes the loop with emergency response fundamentals for plant personnel, dose assessment instruction, performance-based evaluation and feedback, and proficiency drills that keep the ERO sharp between exercises.

Emergency preparedness is one of five pillars in SIA’s Operational Support Services practice, and in day-to-day work the boundaries between them are thin. Source term behavior ties EP directly to radiation management, where our team performs ALARA and source term assessments and models SRMC dose rate and zinc surface data to predict outage dose rates. Environmental covers REMP and ODCM support along with the radiochemistry and gamma spectroscopy that underpin offsite dose calculations, while chemistry addresses BWR and PWR optimization, cycle chemistry reporting, and program change management. Our equipment group upgrades sample panels, chemical injection systems, and plant monitoring — including the effluent and process instrumentation an emergency plan depends on.
